В Госдуму внесли законопроект об отмене НДФЛ при доходе менее 204 тысяч рублей в год. От подоходного налога задумали освободить граждан, кто получает 17 тысяч рублей в месяц, а для всех остальных вводится новая прогрессивная шкала, растущая в зависимости от размера годового дохода.

В пояснительной записке к документу говорится: «Реализация предлагаемой системы налогообложения позволит не только повысить доходы мало- и среднеобеспеченных групп населения, смягчить социальное неравенство, но и увеличить налоговые поступления в консолидированный бюджет Российской Федерации».

Автор инициативы — депутат Госдумы от ЛДПР Сергей Катасонов — предложил оставить ставку в 13 процентов для доходов от 204 тысяч рублей, для тех, кто в год зарабатывает больше пяти миллионов она вырастет до 15 процентов, а для доходов свыше 10 миллионов — 1,3 миллиона рублей плюс 25 процентов с суммы, превышающей 10 миллионов рублей, а для доходов свыше 100 миллионов рублей в год — 23,8 миллиона рублей плюс 35 процентов с суммы, превышающей 100 миллионов рублей.

С 2021 года в России с 13 до 15 процентов выросли ставки налога на доходы физических лиц (НДФЛ) для богатых граждан, чей годовой доход превышает пять миллионов рублей. В законе предусмотрено несколько исключений. Например, прежней ставка осталась для случаев продажи личного имущества.

Весной 2020-го президент России Владимир Путин заявил, что доля жителей, которых относят к среднему классу, превысила 70 процентов. Он напомнил, что к среднему классу относятся люди, доходы которых в полтора раза больше минимального размера оплаты труда (в 2019 году он составлял 11,28 тысячи рублей).
